This is a significant accomplishment, as Egypt under your stewardship has successfully completed a major development project that is bound to be an additional artery for prosperity and for connecting civilizations to enhance the movement of international trade. My compatriots and I share the joyous sentiments of the Egyptian people on this great occasion, as well as the desire for international peace and stability.
Throughout history, the people of Egypt and Iran have had a close brotherly relationship. Our two nations have had shared hopes, desires and interests in regional and international economic prosperity and security.
This has been exemplified in joint efforts and partnership that resulted in the reactivation of the Suez Canal in early 1970s. Years later, as I recall, during my first official visit to Egypt, President Anwar Sadat and the Egyptian people welcomed our delegation and celebrated this bound at the Suez Canal and across your beautiful county.
As we extend our best wishes to your Excellency and the people of Egypt on this historic occasion, millions of my compatriots live under the tyranny of a theocratic regime that violates basic human rights, disregards democratic values, and threatens regional and global security. The Iran National Council is an alternative force that is resolved to lead the transition from theocracy to secular democracy in our beloved homeland, to facilitate fair, free and transparent elections, and to secure Iran’s rightful place among the community of free nations.

از طرف شورای ملی ایران و هموطنانم تبریک صمیمانه خود را به مناسبت افتتاح کانال جدید سوئز که همانا نقطه عطف تاریخی در مسیر رشد اقتصادی و توسعه پایدار مصر است ، اظهار می دارم. این یک دستاورد قابل توجه است، که در این دوران، تحت نظارت جنابعالی مصرموفق به اتمام این پروژه بزرگ شد که موجب توسعه اقتصادی واتصال تمدنها با یکدیگر به منظور افزایش حرکت تجارت بین المللی است. در این مناسبت بزرگ من و هم میهنانم در شادی مردم مصر، و همچنین تمایل به صلح و ثبات بین المللی با آنها همدل هستیم.
در طول تاریخ، مردم مصر و ایران یک رابطه برادرانه نزدیک داشته اند. امید، خواسته ها و علایق مشترک دو کشور همواره درجهت رونق اقتصادی منطقه ای و بین المللی و امنیتی بوده است. نمونه آن تلاش های مشترک و مشارکت دو کشوربود که منجر به فعال شدن مجدد کانال سوئز در اوایل دهه 1970 شد. چند سال بعد، به یاد دارم در اولین دیدار رسمی من به مصر، آقای انور سادات رئیس جمهور وقت و مردم مصر از هیئت ایران استقبال شایسته ای کردند و به این مناسبت در محدوده کانال سوئز و در شهرستان های زیبای اطراف، جشن برپا شد.

Reza Pahlavi owes nothing to General Sisi. Where's the need to have such loving communication with a tyrant? By all accounts Sisi has not only been ruthless towards the Islamic opposition, but also secular demorats. Why should Reza Pahlavi give him any kind of legitimcy? If Reza was in power, one could understand the exchange of messages in polite diplomatic language. But why now? Why not champion democratic values and represent an Iran we could all be proud of? Why not tell Sisi that Iranians are concerned about human rights abuses in Egypt?
General Sisi is a great leader and a courageous one and kudos to him for crushing the Muslim Brotherhood terrorists something the Iranian generals should have done to terrorist Khomeini and his thugs in 1979. Now to the point of this post, Reza Pahlavi is a politician and you can't expect consistency from one. Reza Pahlavi is as good as his constituencies are, not any better not any worse!
If by "constituencies" you mean monarchists ...

Darius jaan it was clear a long time ago that he did not have the backbone. He never wanted it and said as such in the early eighties. I don't know what changed his mind or convinced him to change his tune. The expression 1/4 Pahlavi was coined by the Monarchists not Islamists. Monarchists who saw early on he was not up to the task. Not to be a dictator/strongman but as a champion of the constitution or perform his constitutional duty and provide a focal point for secular resistance to the Akhoonds.
As for General Sisi dear friends he is propped up by Saudi and UAE money. He will disappear the moment that money is withdrawn and Egypt like all the rest will stay stuck in the vicious circle of coup and counter coup.
