The European leaders have another audience to worry about, besides US, Iran or Russia. That audience is their own people. Every time Macron plays footsie with Trump he loses voters in France. And as we saw in their last election, the Neo-Nazi Le Pen who was a Trump's fan was soundly defeated.
Back in 2003, despite the UN resolution against Saddam, France did not participate in the invasion of Iraq. Neither did Turkey, a more rational NATO member back then. So cards are stacked against Trump’s unilateral sanctions. Big companies who do business in the US will oblige Trump, the 2nd-tier companies and many other non-Europeans won’t.
The entire international community voluntarily cooperated with Obama because his "Carrot and Stick" strategy was designed to close the Regime's nuclear weapons' program, and it did. Trump is pursuing a regime-change without a coherent strategy.
