Mohsen Dehnavi, spokesperson for the Expediency Discernment Council, announced on his X (formerly Twitter) account: “According to Article 111 of the Constitution, until a new Leader is determined, a Temporary Leadership Council consisting of the President, the Head of the Judiciary, and one of the theologians (Faqihs) of the Guardian Council shall be formed.”

He added that the Expediency Discernment Council has chosen Alireza A’rafi to serve on the council “so that leadership continues without interruption and the Assembly of Experts can elect a permanent Leader as soon as possible.”

Ali Larijani had announced a few hours earlier that the Temporary Leadership Council would begin its work shortly.

Alireza A’rafi is a prominent hardline cleric, a member of the Guardian Council, and the head of Iran’s seminaries, positions that place him at the center of the country’s religious establishment. His selection matters because the third member of the Temporary Leadership Council must be a theologian chosen by the Expediency Discernment Council - and A’rafi is widely seen as a staunch loyalist to the core ideology of the Islamic Republic.

The Expediency Discernment Council is a body that acts as an administrative arbiter and advisor to the Supreme Leader. In this crisis, it has taken the lead in activating the constitutional transition to prevent a total power vacuum.
