Added to the fact that unlike the Soviets the Mullahs (despite proving subsequently to be a treacherous enemy from within) were Iranian by Birth and never claimed to want to part from Iran as Pishevari's self proclaimed government in Azerbaijan. 

Just because Abbas Milani makes a biased assessment ( and nearly everyone in the Diaspora applaudes him without the slightest critical thinking because they never even took interest in the man or his era nor as in most cases bothered to even read the slightest book or biography on the Shah elsewhere ) doesn't mean Milani is always right ...
