Belwo is an excerpt from an alert that is issued for international travelers and it is about Tehran's air pollution. 

It isn't anything new in the grand scheme of things, but bad enough to have made it as an alert, which I have not seen before.

Yes, this kind of pollution is "normal" in places like Beijing, New Delhi, etc. where the unregulated economic machine is the main culprit.

In Iran, with its economy in the toilet after 37+ years of mismanagement, neglect and incompetence, it is mainly the pieces of junk in the streets that are the main contributors.

This is one thing that the Turbans cannot blame on others; the systematic choking of the people via polluted air is your own doing and nobody else.  

"Tehran reportedly reached high levels of particulate matter 2.5 (PM2.5) air pollution (airborne particulate matter with a diameter of 2.5 microns or smaller - small enough to deeply penetrate the lungs) on Nov. 14. Tehran registered at 156 on the Air Quality Index, three times higher than what is generally considered safe. Smog prompted officials to close schools in Tehran and other cities in the province and to impose traffic restrictions. In central Tehran, authorities are restricting driving to vehicles based on alternating odd or even license plates. The air is expected to begin clearing on Nov. 16 after forecasters predict winds will move into the area, potentially dispersing the smog.

Air pollution and low visibility could disrupt transport throughout the province. Expect overcrowding on alternative forms of transportation, such as the metro, and limited availability of taxis. Delays are possible at Tehran Imam Khomeini International Airport (IKA)."
