The main reason Trump is creating an emergency situation regarding Iran is to bypass a Senate hold blocking the sale of Raytheon precision-guided munitions (PGMs) to Saudi Arabia and the United Arab Emirates. Under emergency conditions, the US President can sell arms to be dropped on Yemeni population. This all came out yesterday in the Senate Foreign Relations Committee.
