Used to be that Mutually Assured Destruction (MAD) was the reason not to use these other than a deterent. This is no longer the case if every Tom, Dick and Harry owns these things and can aim it wherever they like. Bad way to control population also!

Your point has been true up to not too long ago.  But sadly it has been proven that the big nuclear nations have made a mockery of the NTP treaty. First by violating it themselves and never intended to disarm themselves, secondly they have been rewarding those nations who did not join or violated it while punished some nation that had signed it and abide by it.  Lastly, now we now if you want to be safe from being invaded and regime change by the outside power which is nothing different than colonial days, you need to get yourself a nuke.  If you give it up, you will end up in the same place as Libya.
