With all the major, midsize and minor institutions at work, US presidents do not make the policies. Even in dictorships that is not possible.
actually, US Presidents have a lot more say in foriegn policy than domestic stuff. For that, we have the dysfunctional congress!
Although the above statement does not say much about the US presudents' "powers," however, if the presidents have "a lot more say in foreign policy than domestic stuff," then, why do they need so many advisors and why are there so many lobbies of all colors and shades.
Presidents don't have lobbyists, special interests do!
Presidents need advisors much like anyone else in the posiiton of power. All people in such positons still need expert opinion on certain matters. However, in the matters of the Middle East, very few TRUE experts exist and most are not American! American leaders know very little, if anything, about the psyche of the Middle Easterners, hence the mess we've been in for the past 70 years or so.

Thanks for your input GR. I know where most of these advisors come from, but regardless, presidents need and rely on them. It is still true that Presidents have more say in foriegn policy than domestic policies. Just ask Dubya!
