That would be the real chaos right there, As it is now, each state has varying laws and regulations and puts lots of immigrants at certain disadvantages...You can get a Driver's license in Texas , Michigan but not in California. You can open bank accounts in some states and not the others...
Just get a comprehensive law passed and get it over with.

I realize that, but is that benefiting the states in a comprehensive fashion or is it only profitable to a certain group?
Let's say we decentralize the whole process. What about all the Unintended problems and consequences? If that was the case, you would basically be talking about each state being its own country and its own unique laws, Which means that a poor immigrant would have to consider some additional factors in order to pick the right state to migrate to, That would not only create more headaches, it results in so many unwanted issues to deal with that in the end could make them scrap the idea of the migration in its entirety.
Immigration system is a broken one right now, and needs major refinment and once all of that is done, in my opinion will work fine and will be just as responsive as it has been. Loopholes need to be identified and closed , so there won't be any misuse or abuse. If you look back, this was the same system that allowed so many to come into this country, until it started being taken advantage of due some extremely lax oversight mechanism.
Sad to say that iranians have been the leaders in abusing the system...and the rip-off continues to this day.
