The Telegraph:

The state department was unaware that Mexico’s foreign minister was visiting Washington, it has admitted, in an embarrassing break with tradition that lays bare the teething problems in the fledgling administration.

Luis Videgaray went straight to the White House on Thursday, skipping the meeting at the state department.

Rex Tillerson, the secretary of state, did not see him, and the state department did not even know he was in the city.
