Iran is currently constructing a 360,000 bpd refinery called Persian Gulf Star that state-run National Iranian Oil says will turn Iran into a net gasoline exporter. The facility, located at the port of Bandar Abbas, was to commence operations this year.

On September 7, the official Islamic Republic News Agency reported that the refinery is scheduled to ramp up in 2016. Moradi of FGE projects the facility's first phase will begin as late as the end of 2016, with its remaining two phases postponed until the end of 2017, Bloomberg reported.
