First of all how do we know he sent such letter and how do we know the letter was sent back or not opened. Its all speculation at this point and neither party is known for the truth!
Now let say he did get a letter and opened it, how likley would be for every one to accuse him of having connection with CIA and risking jail time if not worse!
Finally mighty CIA who allegedly has spies all over the place, why would they need to write a letter like its 1863 , couldn't they just pass the message through their connections!

This is not looking good. Reminds me of that history topic I was taught during childhood school days in Iran, about the letter Changiz Khan the Moghol sent to the king of persia. What the king of Persia did to that letter and the person who brought the letter to him from Changiz khan. And What Changiz Khan did to Iran, Iranians and king of persia himself as the result.

That historical event is precisely what came to my mind as well, and that is why I described the letter as a démarche.
